Since Vietnam is not a signatory to The Hague Apostille Convention, any official document destined for this country will be legalized by their respective Embassy/Consulate for consular and commercial purposes. Documents Exempted from Consular Legalization in Vietnam

According to article 9 of Decree No. No. 111/2011/ND-CP, the following 4 types of papers and documents will be exempted from consular legalization in Vietnam:

Consular legalization of foreign documents for use in Vietnam

If you require consular legalization, your foreign papers and documents must first be certified by overseas diplomatic missions, consulates or other authorized agencies of your country in Vietnam. After successful certification, you may submit your documents to the Consular Department of the Ministry of Foreign Affairs or the Department of External Relations of the Ministry of Foreign Affairs in Ho Chi Minh City for the authentification and legalization of your documents for use in Vietnam.

Consular legalization under the laws of Vietnam

In accordance with Clause 2 Article 2 Decree No.111/2011/NĐ-CP, consular legalization means Vietnam’s competent agencies certificate the stamps, signatures and titles on foreign papers and documents for being recognized and used in Vietnam. That means foreign papers and documents need to be consular legalized to be valid, recognized and able for use in Vietnam.
